I do not believe it. The proximity of the election, the resignation and the upcoming testimony are not a coincidence. Also, Dianne Feinstein announced, almost immediately that Petraeus would not be testifying and that his replacement would be testifying. If you witness a crime or an accident, you are not excused from testifying by quitting your job. Petraeus knew many things and he knew what he told the President and when. My gut is that the President didnt want Petraeus to have to choose between lying or hurting the President. It is easy to imagine that the CIA knew how dangerous the embassy was and that he personally warned the President and recommended that the Ambassador be removed for security reasons. It is also easy to imagine that the President's advisors didnt want to abandon the Embassy just before the election because Lybia was a foreign policy bragging point for the President and abandoning the embassy would look like a failure. Even recommending more troops around the Embassy, which was obviously declined would be horribly damaging to the President. I think the General either fell on the sword for the President or was forced to resign in order to protect the President.
